Ukraine is approaching one of the most consequential periods of the war. As summer gives way to autumn, the conflict appears to be entering another phase of escalation. Russia is intensifying pressure on Ukraine’s cities, energy infrastructure, and economy, while Ukraine is expanding its ability to strike deeper into Russia. At the same time, both countries face growing constraints in manpower, finances, and military resources.And then comes winter.The coming months could bring another severe test for Ukraine’s energy system and civilian population. But they will also increase pressure on Moscow. Russia’s economy is slowing, the costs of the war continue to rise, and the Kremlin faces increasingly difficult choices over how to sustain its military effort—including whether another major mobilization may ultimately be necessary.
