Norwegian Private Sector Rebuilding Ukraine – Pre-meeting in Oslo before ReBuild Ukraine 2025

On October 28, 2025, Innovation Norway hosted a pre-meeting for Norwegian participants of ReBuild Ukraine 2025 at Grev Wedels Plass 9 in Oslo.

The event gathered key representatives from Innovation Norway, UNDP Ukraine, Embassy of Ukraine in Norway, and NUCC to discuss how the Norwegian private sector can contribute to Ukraine’s recovery and sustainable growth.

After opening remarks from Elisabeth Svanholm Meyer, Executive Vice President of Innovation Norway, participants heard from Ambassador Oleksiy Gavrysh and Auke Lootsma, Resident Representative of UNDP Ukraine, who underlined the importance of coordinated international efforts and private sector engagement in Ukraine’s reconstruction. Ole Henæs, Country Manager Ukraine at Innovation Norway, shared concrete insights on the needs and expectations of Norwegian businesses operating in or looking at Ukraine.

NUCC’s Managing Director, Kjartan Svaland Tveitnes, presented an overview of Ukraine’s economic recovery, trade resilience, and opportunities for bilateral cooperation between Norway and Ukraine. His presentation highlighted the following key points:

  • Ukraine’s economy has shown strong signs of recovery, with GDP reaching 77% of the 2021 level and exports growing by 15% in value.
  • Trade between Norway and Ukraine increased by 63% in 2024, reaching a total value of over NOK 6 billion.
  • Norwegian exports to Ukraine include machinery, used cars, telecom and energy equipment, seafood, and metals, while imports from Ukraine consist mainly of grains, fish feed, oils, fruits, metals, textiles, machinery and wood products.
  • Ukraine remains a country with high technological capacity and strong educational potential, creating a foundation for long-term growth once stability improves.

Since 2008, NUCC has worked to strengthen bilateral business ties and enable partnerships across key sectors such as energy, agriculture, IT, and manufacturing. The meeting concluded with sessions led by Eksfin, Norfund, NORAD and NEFCO, focusing on financial instruments and risk management for Norwegian companies planning to engage in Ukraine’s reconstruction.
