Ocean Sun signs MoU with Zhytomyr City to assess a future 25 MWp floating solar project supporting Ukraine’s energy recovery

Kyiv, July 31, 2025 – As part of our effort to strengthen bilateral cooperation and support Ukraine’s green recovery, NUCC hosted the signing of a Memorandum of Understanding between Ocean Sun AS (Norway), the Zhytomyr City Territorial Community, and HICC Heavy Industry Construction Co. (Turkey) at the Norwegian-Ukrainian Business Hub in Kyiv.

This agreement marks the beginning of a multi-phase process and launches a strategic collaboration to assess the feasibility of deploying a floating solar power (FPV) plant in Zhytomyr.

In the first phase, the parties will focus on environmental and technical assessments, stakeholder engagement, and permitting procedures.

Subject to the outcomes of these studies and successful financing, the parties aim to develop a 25 MWp floating solar plant that would supply clean electricity directly into Zhytomyr’s municipal grid — reducing transmission losses and enhancing local energy resilience.
