Ukraine extends use of Detailed Plans of Territory (DPT) for zoning decisions until 2028
Ukraine has extended the transitional mechanism that allows a Detailed Plan of Territory (DPT) to be used for establishing or amending functional zones. Law No. 4321-XI (effective August 2025) moves the cut-off from 1 January 2025 to 1 January 2028, giving municipalities and investors a further three years of legal certainty while higher-level spatial plans are completed.
Why this matters
- Continuity for projects: Developers can continue relying on DPT-based zoning decisions until 2028, helping reduce permitting delays.
- Support for reconstruction: The extension helps unlock approvals for critical housing and infrastructure during wartime recovery.
- Safeguards remain: No changes may be made via DPTs in sensitive areas such as islands, water-protection zones, coastal strips, nature reserves, water bodies, forests, parks, and green areas.

The added window allows municipalities to prepare, consult on, and adopt comprehensive spatial and zoning plans, while maintaining effective interim control through DPTs.

- Treat the extension as temporary - the 1 January 2028 deadline is final.
